If you could save one target who would it be?

Seconded. As far as we know, Graves is the only target in the WoA era who has done nothing wrong other than joining a group that other terrorists happened to belong to. Every other target has done something either illegal, immoral, unethical, or any combination of the three. Graves, on the other hand, only quit an organization that she realized was too corrupted for her to do anything about, and joined another organization after being given an invitation to actually help change the world, and ended up working alongside her one-time enemies as a result, but there’s no indication that she’s actually done anything yet. Aside from the fact that the contract said so (the only reason 47 has ever needed, really), the only other justification for killing Graves is that she could end up doing severe damage once she did start taking part in the Shadow Client’s operations.

All the dude did was be a lawyer. The Highmoores killed him because he was too good at being a lawyer. He might be a bit rude to the Himmapan staff, but he hasn’t committed any nefarious crimes that deserve death. He isn’t even the only lawyer target in the first game. At least Yuki Yamazaki worked for the Yakuza and Providence. Also Morgan Yates, his former partner and fellow lawyer/business owner was a major member of Providence.

Also Dino Bosco, because the Icon definitely would’ve been a blockbuster
