Shame we never got to 47 finish Birdie off after he threw him under the bus at the end of Absolution. As for Victoria, I know many wasn’t a fan of her character so hopefully Diana let her venture off into the world shortly after Absolution because we don’t want her joining back up with them again.
I would actually enjoy that, so long as it was by her choice. That was the whole point of that journey, to give her the option that 47 never had. If she just so happens to voluntarily choose to be a professional killer like 47, then that’s her business, and she could get in on the business. If 47 and Diana are going keep their operation going into the future to prevent groups like Providence from rising again, they need to expand and start a full scale contract killing agency (once again, a note for a future game IOI: have Diana rebuild the ICA under her administration!), and that means increasing the number of employees on payroll. What better way to start than by employing a young lady they’re already familiar with and is capable of similar feats as 47 to entice others try to sign up? I’m sure 47 would let Victoria use the safehouse basement practice room as a guest bedroom while she gets started.

I think by the time the next big game comes around, I think Diana would have either started, or finished building a new version of the ICA. It don’t think they will go back to calling it that again because I think that part of the story has concluded, especially now after 47 has exposed their origins to the world, essentially crumbling the organisation to its knees. I think by 47 and Diana going Freelance, that’s them just building up their intel and inventory again ready to go big again once they’ve finishing eliminating the low level global elites.
I hope not. The story was at its best when 47 worked for a mysterious intelligence agency that had the three letter title, and ICA is already presented as a perfect version of that. It’s not the first time the organization has had to rebuild from basically nothing, it’s actually done that twice during 47’s tenure alone, and the fact that everyone knows about it now means that if it’s brought back but with the same kind of secrecy it had before, everyone will just dismiss rumors of its return as an urban legend, just as they have with 47’s existence, giving them the perfect cover. The loss of the ICA was the biggest mistake in the story of WoA, and as fun as Freelancer is (and it is indeed a lot of fun), it just needs to be a little side project in the overall storyline, and the ICA needs to return once again, only this time under Diana’s direction and being a bit more selective with what contracts it’s willing to accept.
Do you think we’ll really see the ICA again though? I could understand after Absolution them returning once 47 took out Travis, but having 47 expose them to the world with the data core sort of seemed kind of final to me.
I think we can if IOI fixes their mistake of removing it in the first place. Again, the fact that the world now thinks they’re gone is the perfect cover for a new one to be built in the shadows. It worked in Resident Evil with three or four different versions of Umbrella popping up after the original was officially, publicly disbanded. Why not ICA, which nobody is supposed to know exists? What better way than for everyone to think you’re already gone.
