I read that as a meta joke from Diana about how much people hate Abs and headcanon that it was just a separate timeline. If Absolution hadn’t happened Diana’s response would’ve been “Wut? Who’s that?”

Call it artistic Freedom, Don Fernandos Hacienda also looks completely different and Kowloon Triads in Gangwar took place at Daytime.

It’s more of an edited screenshot, unlike the traditional drawn art that defined videogames in that generation.
We rarely see these kind of art work in today’s market, wallpapers are often in engine footage.

The whole “use all items in the environment” idea was already used in Absolution so H2 didn’t have much to promote, with the exception of the briefcase.

You didn´t. It´s clearly meant to be Kowloon Triads/Slaying a Dragon. They used the Blood Money wallpaper stylization, but it´s definitely Hong Kong in the background 
(on the very right is the Bank of China Tower and behind it the International Finance Centre)
