Tally of Elusive Targets so far in HITMAN 3 by map:

H1 Legacy ETs

Paris: 2
Sapienza: 3
Marrakesh: 3
Bangkok: 3
Colorado: 3
Hokkaido: 3

H2 Legacy ETs

Hawke’s Bay: 2
Miami: n/a
Colombia: 1 <~~~~~~~~~~
Mumbia: n/a
Whittleton Creek: 1 <~~~~~~~~~~
Isle of Sgail: 3

H3 ETs

Dubai: 3
Dartmoor: 6
Berlin: 3
Chongqing: 3
Mendoza: 6

As you can see, Colombia and Whittleton Creek are the only (applicable) locations in the trilogy which have seen just one Elusive Target in H3 (including Reactivation & Year 2 ETs). The numbers seem to imply a policy of having at least three ET activations for each location, except Paris & Hawke’s Bay with two and the aforementioned locations with only one each.

Revisioned the list and updated with The Pharmacist, The Warlord and The Sensation as they were missing from the chronological order.
Hope now is all correct, and respectively the numbers of ETs were slightly altered considering their premiere appearance in the latest game
