I HATE that one. I know they are simply there to show off the “new” crowd blend mechanic (I know this bc HMF told me so 
), but I still hate it. That would be my 2nd most annoying right after the carpet salesman in Marrakesh who will follow you endlessly.

I mean they can show off the crowd blend once you disguise yourself as a waiter or something, but this one twat who apparently is biased towards bald party guests just doesn´t make any fucking sense whatsoever (unless he´s super familiar with 47´s existence for whatever reason) 
It´s the most idiotic presence of an enforcer in the whole game and I feel like we should lobby for his removal…

most likely the guards on the bungalow paths in H.I. since their line of sight is 200+ they can see a dead body even at the main starting point.

There are a lot of these inconsistencies in the franchise. One of the targets name changes between Hunter + Hunted in Contracts and BM. Smith gets older and then younger from H2SA to BM to H2016. 47s barcode changes between games. There are a few more too.
