Another thing I’ve noticed is how this delegation system makes no sense. Event staff have ordered around guests, and sometimes random civilians order mission story VIPs around!
Might be because the staff member could be an enforcer for a key disguise. Basically make it harder to get rid of them.
This guy runs fast as hell, too, when he goes to rat you out to the guards. I wish other NPCs run like that when you have to follow them.

My god I hate that guy… “Upstairs is off limits, dumbass!” Every time I venture in, I just end up headbutting that wanker and pushing him off the upper floor. It’s so cathartic and I don’t even lose SA over it (and even if I kill him otherwise and do lose SA, I don’t care - that’s how good it feels).

Probably not the most annoying NPC,but he still deserves to be mentioned.That guard in Berlin around the dancefloor,at the entrance of the area where the dealer is.He is an enforcer for almost all of the disguises on the map.
To get past him you have to wait for the right headturn(which is really risky) or take a big detour,both options being annoying.It’s even more annoying when you have to get back to the dancefloor area,which means you would have to deal with the same problem twice.
It’s especially a problem when playing roulette and the dealer is among the disguises required.
Don’t know if someone mentioned this before but I hate KAI. Not an npc but KAI’s announcements are so annoying.

I wonder if it’s meant to be Jean Luc as in the star fleet captain? The book store owner also calls 47 KoJack who was bald, 47 is bald, Jean Luc was bald.

Story-wise, that are least served a purpose. At that point, these weren’t just the every day jobs 47 normally got where he was allowed to do whatever so long as it accomplished the mission, and then forget about it afterward and wait for the next one. In 2 and 3, they were trying to accomplish a goal and everybody needed to be on the same page at all times. Ergo, their constant chatter over 47’s earpiece and guidance to all objectives at least makes narrative sense. I personally enjoy their commentary whenever it’s given; always makes the situation feel lighter.

Apparently an unpopular opinion, but I kind of like the “have you seen this girl” lady in Chongqing. She adds flavour to the area. And that conversation actually somewhat shows 47’s more human side. Maybe people find her annoying only because she’s right at one of the most used starting locations so the conversation is unavoidable when you start there. Had she been a few meters ahead, I don’t think people would have as much of an issue with her.
Marrakesh has (or used to have) a single merchant who chases you across the map whenever he spots you. He’s up there, though I haven’t been playing Marrakesh in quite a while. I don’t know if he still does that.
Am I the only person who cringes a bit every time that conversation between those homeless people plays out because of their weird emphasis and phrasing?
Most annoying target to me is probably either Dino or Silvio. I get that Silvio has a lot of mental trauma but that doesn’t mean he’s any less of an annoying twat. With an honorable mention for Jordan Cross. Whiny, self entitled, spoiled little shits just get on my nerves. That does make them good targets though.
At one point many people referred to him as the NPC of annoyance. I don’t know if he still has the follow 47 script but he is my least fav NPC in any hitman game ever.
You’re probably right about the girl in China, maybe they could have recorded 3 different conversations. More to learn about 47 and just a bit of variety.
I can confirm that he is still there and has the behavior, costed me the SA rating in the ETA once.
The shopkeeper still follows you around the map if he spots you I wonder if the shopkeeper in Marrakesh following you is a bug or intentional. I’m thinking intentional as he has dialogue when he follows you and when he loses sight of you
I believe him to be intentional. Maybe it’s a joke from the level designers as I can’t figure out any in level reason for it, or maybe they were just testing the coding bc soon after Marrakesh released we got Colorado with the “follow 47” target in the PS exclusive level.
