At some point this change got reverted - because its possible to openly carry sniper rifles again in Dubai (and has been for a looooong time now) in the Penthouse Guard and Ingram’s Bodyguard disguises.
I have seen this phenomenon several times.
There are two types of “safety first” missions in the final test.
One is “safety first,” which is completed when the plane is modified.
The other is “safety first,” which can only be played the first time and will guide you through the entire process of escaping from the assassination of Jasper Knight.
I guess this is because the “safety first” scenario, which ends when the player has done the work, has been forcibly modified into a “safety first” scenario that guides the player through the process of escaping.
Incidentally, in this “safety first” scenario, if you do not follow the instructions and take other actions, the instructions in the upper left corner of the UI may be displayed in a double display due to a bug.

The challenge name is incorrect.
It was listed as Year 2 and Year 3 until now.
This 4th year does not have that description.
A sense of unity is lost and the impression is not good.
Also, in the Japanese version, the word “Silent Assassin” has a “・” between the words for some reason.
This was also the case in the first year for the three “The Heartbreaker,” “The Collector,” and “The Procurers” cases.
This is an expression you do not see in other many challenges.
I think that this too loses the sense of unity and gives a bad impression.

select the elusive target “Heart Breaker” from the main menu carrier.
when looking at Challenges, the word “YEAR4” is missing in the Challenge Name for this Contracts.

There is a “・” between “silent” and “assassin.”
I don’t know what the Japanese localisation team’s naming principles are, but the client doesn’t currently have a “Year 4” string, so they’re (probably temporarily) borrowing the “Year 1” string for these missions and challenges. A later update to include these strings should eliminate this problem.
