When playing the Arcade, any contracts that have the “One pacification only” complication will award XP for “Objective Completed” if you fail it and pacify two or more NPCs. This was observed on Level 1 of The Deceits.

NPCs at the start of the Mission Story “Rent Due” do not have voices and subtitles.
Therefore, you will be following the mission story without knowing the content of the conversation.
I think it is a bug only at the beginning because once the tracking starts, both voice and subtitles are on.
